Position Description

Advertised Job Summary

Manages and directs the International Payroll function within the University’s Payroll Office for approximately 1500 international University faculty, staff, and student employees to ensure compliant reporting in accordance with US laws, US regulations, and available income tax treaties provisions, as well as adherence to established University policies and procedures. Coordinates with the Office of International Support for Faculty and Staff within the Division of Human Resources, as well as the International Student Services Office and the respective sponsoring departments, to provide an efficient onboarding experience into the ERP HR/Payroll system and throughout the employment reporting periods. This includes interpreting and analyzing gross pay, reviewing tax implications on an annual or other periodic basis, and managing other special issues that arise.

Minimum Qualifications (Classified and Unclassified positions)

Bachelor’s degree in accounting, or business administration and 8 years professional accounting experience.

Preferred Qualifications

Knowledge of MicroSoft Office Excel and Word, Access, Database Management, PowerPoint. Experience with Oracles’s PeopleSoft HCM platform or other ERP payroll system is preferred. Experience with payroll accounting principles and tax reporting, especially tax reporting requirements for non-US citizens.
Understanding of US tax law as it pertains to non-US citizens and understanding of available tax treaties between the United States and multiple countries. Ability to speak multiple languages is preferred.

Knowledge/Skills/Abilities

Employee should have previously demonstrated management capabilities. Employee should be proficient in mathematical concepts with the ability to analyze and interpret related data. Employee must be have the ability to apply procedures in accordance with regulatory guidance, and an ability to update systems when new rules and regulations are introduced. Employee must have the ability to establish and maintain effective working relationships. Employee must have the ability to communicate effectively and professionally. Employee must have strong research skills.
